Dear Group,
My company has WinRATS 8.3 pro 64 bit installed on a server from which a group of users can run it from. Unfortunately I canot access the "Help" files.
When I click on "help" menu and choose "search", the page to the right says "navigation to the web-page has been cancelled. You can try the following: write again the address".
I have asked IT but despite their efforts the erros continue.

Unfortunately, that's due to a security "patch" that Microsoft added. There is a workaround for your IT people, as described in:

With version 9, we switched to HTML from the Windows "CHM" which doesn't have the same problems since it relies upon the web browser to handle security. That gets installed locally and we also have a copy of that on our web site:
