Help file not happening

Hiya all
I am having an issue with one of the students using Rats software. She is trying to use the help file but that is not working. It keeps displaying that the website can not be reached. Now, we have tools in place to allow for proxy settings in situations like this, but none of our efforts have worked.
The question is, if there is no workaround for this, would it be possible to download an offline version of the help file? And if so, where from?

We'd need a lot more information, including what version of RATS you are using, and whether the software is installed locally on the user's machine or on a network server.
