UG Ch9 BJIDENT Procedure seems to refer to @ACF instead of @bjident?

I'm not sure what you are asking. The description on page 330 of the User's Guide definitely refers to BJIDENT, not ACF, although the procedures are fairly similar.

Note that some new options (SPIKE, SEPARATE, MAX, and ZERO) have been added to BJIDENT in more recent releases, and are thus not covered in the RATS 7.0 manual.

Sorry @bjident comes with my Rats7.3 is an old version. I did not notice that a new one has been uploaded to procedure browser. The old one does not contain QSTATS REPORT option.

Yes, we accidentally shipped an old version of BJIDENT (and a couple of other procedures) with 7.3. See
